as you can see I don't have a mega ping (I get a ping of 70 on RAWHIDE). I get the same results if I tweak the graphical settings. Around 1AM~3AM my lag meter will drop off and be completely smooth... but that doesn't do any good because the servers are empty.
When I do a speed test I get around 4.5Mbps down and 1.6Mbps up! But SG is completely non-playable.
So, does anybody have any suggestions?

You have to show screenshot with 70ms ping. The current one isn't much helpful - the only recommendation is to switch to other closer to you server.

you may be able to see the heat of the GPU core from your nVidia graphics settings.
