I have seen this quite a few times and thought I would finally ask about it. What's it all about?

Hi Fenris, I see that TheDoctor is overdue at answering your question ...
I suppose you've taken the screenshot in Baller Bude, where different roles and levels for server administration are present. One of these is "Investigator". That's all for now.

Correct. It refers to a role/a level between regular players and moderators and affects which BBB commands you can use. Being an investigator enables you to look up information about players both on- and offline, but you cannot warn or penalize players. Here's a list of commands and the level at which they become available:

The answer to your first question is that you simply enter the Baller Bude Server and type !register into the console. (use the tilde [ ~ ] to open the console)

The answer to your second question is Yes, yes it is.
