Yes, Audacity is a great editor. Load your sound and select "normalize". That will increase the volume to the maximum without distortion. If the the sound graph doesn't have high peaks, you may need to record your sounds again to get more volume. And don't forget to resample as Red suggested above.

Hi, I chanced to mono and 22050Hz and now it sounds good, (maybe a little low) but you decide.
