The idea about the sheriff that hires people sounds nice, but I can't quite see how it would work in wq3. It would be a lot of work, and I can't see how it could work in multiplayer. What would the players that you haven't hired yet do? Just sit and wait? Even if it could make sense in singleplayer, you would still be fighting the same old bots, and we all know that that gets old quickly. So you would need lots of new gameplay and strategy elements to make it interesting in singleplayer.
I think q3 and wq3's strength lies primarily in the multiplayer fun. So I think your ideas would be best used in an new, independent game. Since the game is now open source, you're welcome to go ahead and fork the source code to make your singleplayer game. By the way, I think the RtCW mod Wild West is more strategy oriented, but I have never tried it myself.
If you are interested in making a new gametype that would fit in the game as it is now, then that's another story. A new objective-based gametype could be interesting. But it would have to differ sufficiently from bank robbery as to be interesting.
You may know that we plan to release a patch this fall, mostly with bugfixes and some minor changes to the mod. And maybe another patch a few months after that. The second patch will probably be released together with a standalone version. Then there are plans to port the game to a new engine. What happens with the q3 mod/standalone after that, is not yet clear.
