You need to have

seta sv_master1 "master.smokin-guns.org"

in your server .cfg. Also, your smokinguns server needs to be public and for people to able to connect, it must be reachable from the internet. If you are running the server from home, which I'd advise against, you need configure your internet router to forward the port of your server, usually UDP 27960.

Unless you are reeeaaaalllly interested in running a server, you are much better off connecting to an existing one.
