Don't think so, there are a lot of commands. To get started you can google "quake 3 console" or something like that, as SG is based on the Quake 3 engine. It started as a Q3 mod, and was called "Western Quake III" originally, in case you didn't know.
And then you can read the
SG Manual. It is not completely up to date anymore, but it lists most of the cvars that are specific to SG.
If you really want a full list, you can start the game and run this in the console:
cmdlist
cvarlist
And then look at the file stderr.txt in the SG installation directory. If it's not there, you can look in
%localappdata%\VirtualStore\Program Files\Smokin' Guns
